  • All Nigerians have access to appropriate and timely health care services;

  • Women and men successfully promote health and education in their communities and within their families;

  • Girls and boys receive quality education in reading and mathematics;

  • Communities and local governments actively work to improve access to quality health and education services;

  • Health facilities and schools adhere to national policies and standards of practice;

  • Teachers and health providers apply recognized best practices to improve the quality of their work;
    Pupil enrolment, retention, and achievement steadily increases, and school environments foster girls’ participation; and

  • Local Government Areas regularly and adequately plan and budget for health and education services.
